Notice on ICBC Charging Service Fee For Small RMB Personal Demand Deposit Accounts

Dear Customers:

Under the national deployment of developing a resources-saving society, ICBC issued a Notice on October 18, 2005, suggesting customers to timely clear their Small RMB Demand Deposit Accounts. This is to help you manage your bank accounts better by collecting long-time unused money in small deposit accounts into one account Further, it can effectively enhance ICBC computer system so that ICBC can offer more efficient and convenient services. ICBC will charge service fee for Small RMB Personal Demand Deposit Accounts as from the date of this Notice.

I. From June 21, 2006, ICBC will charge Service Fee quarterly on Small RMB Personal Demand Deposit Accounts with daily average deposit balance less than RMB 300 (excluding RMB 300). 
(I) Fee Schedule: RMB 3 per account per quarter, collected quarterly.
(II) Fee Cycle: Every 21st of the last month of the quarter till the 20th of the last month of the next quarter. The first fee cycle will be from March 21, 2006 to June 20, 2006.
(III) Charging Method:
1. The First fixed charging date is June 21, 2006. Subsequent fixed collection date will be 21st of the last month of each quarter. ICBC will automatically deduct the service fee from your Small RMB Personal Demand Deposit Account. There is no need for you to go to ICBC Business Office to pay.
2. On the fixed collection day, the remnant amount in your small deposit account will be deducted if balance in the account is insufficient for the service fee. ICBC will deduct the un-collected amount when the balance in the Account is enough.
3. For Accounts whose service fee has not been deducted in full on the fixed charging date and that has no transactions within six months thereafter with a zero balance, ICBC will take special management on them six-month later. You must go to ICBC Business Office to pay the overdue fee before the account can be recovered for use.
4. If the account has overdue fee for more than one year and a half, it will be cancelled.
5. No service fee is charged for current quarter if the small RMB personal demand deposit account opens less than a quarter till the quarterly fixed collection date, or if it is closed before the quarterly fixed collection date.

II. For the following 11 types of Small RMB Personal Demand Deposit Account, ICBC will not charge account service fee at this point of time£º
(I) Demand account in an elite club account;
(II) Peony traffic card account;
(III) Deposit account used for redemption of personal loan;
(IV) Multiple-currency comprehensive account with a balance in the foreign currency account (home & foreign currency all-in-one book, peony international debit card, foreign exchange trading account, etc);
(V) Peony quasi credit card, peony credit card, or peony international credit card account;
(VI) Agency minimum living standard security deposit account;
(VII) Agency social security deposit account (pension fund account and pension insurance, unemployment insurance, or medical insurance account);
(VIII) Account used for purchasing funds and RMB assets management products, registered T-bond account, bank-insurance link account, bank-securities link and bank-securities transfer account;
(IX) Agency salary payment account, and account used for batch withholding of water charges, power charges, gas rates, and telephone fees etc;
(X) Housing public accumulation fund account;
(XI) Personal Internet banking e-card account.

ICBC will automatically identify the 11 types of Small RMB Personal Demand Deposit Accounts that are currently exempted from service fee. There is nothing you need to do about those accounts.

III. You can bring your passbook (or Debit Card) and password to any ICBC Business Office in the City where your account is opened to combine or cancel your Small RMB Personal Demand Deposit Account. If you forget the Account Password, please bring your own valid identification such as ID Card, Passport, Residence Registration Book, Military ID Card, Police ID Card, Solider ID Card, Re-entry Permit, or Temporary ID Card to report the loss and cancel the account. If passbook or Debit Card is lost, please bring your own valid ID identification and report the loss and cancel the account after stating out such details as your account name, deposit time, type of account, amount, account number and address.

IV. The fee for loss reporting will be exempted if you report a loss of your Small RMB Personal Demand Deposit Account before June 20, 2006.
