Q&As on Service Fee for Small RMB Personal Demand Deposit Accounts

I. What kind of accounts that ICBC will charge the service fee?
ICBC will charge service fee on Small RMB Personal Demand Deposit Accounts. Any RMB demand account with daily average balance less than RMB 300 (excluding RMB 300), including Demand Savings Account, Personal Settlement Account (including Personal quasi-settlement account), is all classified as Small RMB Personal Demand Deposit Account.

II. What is the fee scheduled for Small RMB Personal Demand Deposit Accounts?
The Service Fee is RMB 3 per quarter for a Small RMB Personal Demand Deposit Account with daily average balance less than RMB 300.

III. How does ICBC collect the service fee for Small RMB Personal Demand Deposit Accounts?
Customers need not to pay at an ICBC Business Office. ICBC will directly deduct the service fee from Customer's Small Deposit Accounts
.
The Service Fee for small deposit account will be deducted quarterly. Every 21st of the last month of the quarter is the fixed charging date. No service fee will be charged for current quarter on Small Deposit Accounts closed before the fixed charging day. Account service fee will be deducted after settlement of interest and payment of interest tax.

The Fee cycle of Small RMB Personal Demand Deposit Accounts is from every 21st of the last month of the quarter till the 20th of the last month of the next quarter.

IV. What is a Small RMB Personal Demand Deposit Account? How to judge if an account is a Small RMB Personal Demand Deposit Account?
A Small RMB Personal Demand Deposit Account refers to an account opened in ICBC with a daily average deposit balance less than RMB 300 (excluding RMB 300). The specific calculating method for average daily balance is summing up the daily deposit balances of an account within a quarter, then divides it by the total number of deposit days (calculated by 90 days for the total number of days in each quarter). For example, if the balances of an account in consecutive three days are RMB 100, RMB 200, and 0 respectively, then the average balance of this account is 100 Yuan, by analogy.

ICBC will automatically calculate the daily average deposit balance of an account in a quarter through the computer system. No service fee will be charged for the current quarter if the account is opened less than a quarter till the quarterly fixed charging date. 

V. Is there any fee will be charged on accounts for payroll payment and bill-payment for water or power?
Charging a fee for small RMB personal demand deposit accounts is only a measure to promote customers to manage their small deposit account more effectively. Hence, by fully considering the actual needs of customers to manage their money and their reliance on ICBC, ICBC by now will not charge service fee on accounts that are closely related to customers daily life such as accounts for agency salary payment, batch withholding of water charges, power charge, gas rates, and telephone fees, housing public accumulation fund accounts and Peony Traffic Card Accounts. Also excluded are agency minimum living standard security deposit accounts and agency social security deposit accounts.

In a word, ICBC has classified 11 types of accounts exempted from the service fee. Customers are not affected to continue enjoy using other ICBC financial services.

VI. What accounts are exempted from the collection of service fee?
For the following 11 types of Small RMB Personal Demand Deposit Account, ICBC will not charge account service fee at this point of time:
(I) Demand account in an elite club account;
(II) Peony traffic card account;
(III) Deposit account used for redemption of personal loan;
(IV) Multiple-currency comprehensive account with a balance in the foreign currency account (home & foreign currency all-in-one book, peony international debit card, foreign exchange trading account, etc);
(V) Peony quasi credit card, peony credit card, or peony international credit card account;
(VI) Agency minimum living standard security deposit account;
(VII) Agency social security deposit account (pension fund account and pension insurance, unemployment insurance, or medical insurance account);
(VIII) Account used for purchasing funds and RMB assets management products, registered T-bond account, bank-insurance link account, bank-securities link and bank-securities transfer account;
(IX) Agency salary payment account, and account used for batch withholding of water charges, power charges, gas rates, and telephone fees etc;
(X) Housing public accumulation fund account;
(XI) Personal Internet banking e-card account.

VII. Is there anything customers need to do for those accounts that currently exempted from service fee?
ICBC will automatically identify the 11 types of Small RMB Personal Demand Deposit Accounts that are currently exempted from service fee. There is nothing you need to do about those accounts.
