This is an error message of ICBC anti-phishing procedure. Reasons can be: I. Anti-phishing software has been compromised. Unload and install the software again. II. Your software has exclusivity, you have to unload other software. III. Anti-phishing software cannot run properly due to trojan horse or virus, kill the virus first. If these are not the reasons, you have to install the system again.
