According to the arrangement plan of the Central Committee of the Communist Party of China (CPC Central Committee), its fourth inspection team has recently been deployed to the Industrial Commercial Bank of China Ltd (ICBC) to carry out inspections. On the morning of November 1, at the mobilization conference before the inspections, both ICBC Party Secretary Jiang Jianqing, who presided over the meeting, and the head of the fourth inspection team of the CPC Central Committee Ma Ruimin delivered a mobilization speech. Representatives of the office of Central Inspection Leading Small Group set out inspection requirements.

Deputy heads of the fourth inspection team of the CPC Central Committee Li Jiping, Zhao Shulin and Yao Ruifeng and all of the team members and the leadership team of the ICBC Head Office Party Committee attended the meeting; other senior executives, department heads and deputy heads in ICBC Head Office, heads of ICBC subsidiaries and overseas institutions sat in on the meeting as observers at the main meeting venue in Beijing; leaders of domestic branches and affiliated institutions directly under ICBC Head Office sat in on the meeting via video conferencing at the sub-venues set out in their respective divisions.

Mr. Ma Ruimin pointed out that inspection is an important duty conferred by the Constitution of the CPC, a strategic and systematic arrangement for inner-party supervision and an important means to comprehensively strengthening Party discipline. Since the Eighteenth National Congress of the CPC, the CPC Central Committee has attached great importance to inspection. The Politburo Standing Committee has listened to every inspection briefing. At each briefing, General Secretary Xi Jinping delivered an important speech, the content of which included a series of major decisions and arrangement to strengthen and improve the inspections, inspection guidelines, new amendments to inspection regulations, pointing out a direction for future inspection work. The leadership team in charge of the inspections resolutely follows the deployment decisions made by the CPC Central Committee, continuously develops innovative organizational mechanisms and work styles and focuses on the implementation of work plans. As inspection work is being pushed forward continuously, remarkable results have been achieved. It has been proved by practice that the CPC Central Committee's inspection guidelines are completely correct and solidly in step with public opinion and the principles of the CPC. Discipline inspection is an important means to promoting the construction of a clean and honest administration, fighting against corruption, and combining inner-party supervision and public supervision. It is also an important method used by higher-level Party organizations to supervise lower-level Party organizations and can provide strong support for the task of comprehensively strengthening Party discipline.

Ma Ruimin pointed out that comprehensively strengthening Party discipline is an inevitable prerequisite for the achievement of the historical mission of the CPC. The core of this task is to strengthen the leadership of the CPC. The CPC has only one constitution, which is binding on all Party members and organizations which should without exception adhere to the leadership of the CPC. Every Party organization, member and cadre should abide by the Constitution, principles, policies and disciplinary regulations of the CPC as well as the requirements of comprehensively strengthening Party discipline. ICBC Party Committee and Party members and cadres at all levels must comply with the requirements set out by the CPC Central Committee with respect to ideological understanding, assumption of responsibility, methods and measures, and thoroughly fulfill their respective responsibilities relating to comprehensively strengthening Party discipline. Leaders and cadres should play an exemplary role by taking the lead in upholding the solemnity and authority of the Party discipline, taking responsibility, adopting a serious attitude towards work-related issues, fighting non-compliant behaviors, strictly implementing discipline, and raising members' consciousness about the Constitution, discipline and regulations of the CPC as well as collective consciousness. They should effectively solve problems in the governing of the Party, including insufficient supervision and accountability, and allow the Party Committee to play a key role in the leadership of the Party.

Ma Ruimin emphasized that the inspection team will fully fulfill the duties conferred by the Constitution of the CPC, earnestly implement inspection regulations, and focus on comprehensively strengthening Party discipline. They will pay close attention to Party disciplines in six areas, including politics, clean governance, Party organizations, relationship between CPC and the people, and Party members' work and life, as well as the "Four Focuses", and strive to find existing problems, making their inspections an effective deterrent to violations. During inspections, they will adhere to the leadership of the Party and focus on inspecting whether Party organizations, members, leaders and cadres of ICBC have earnestly studied, complied with, implemented, upheld and followed the Constitution of the CPC, whether they have adhered to the ideals, beliefs and missions of the Party and built solid confidence in the path, theories and institutions of socialism with Chinese characteristics, whether they have taken action to implement the guidelines and policies of the CPC and implemented the guidelines of the Eighteenth National Congress of the CPC and plenary sessions of the 18th CPC Central Committee, whether they have acted solidly in step with the Central Committee, facilitated the implementation of central government decrees and adhered to the principle of the Party's collective leadership, and whether they have fulfilled administrative and supervision responsibility in relation to the task of comprehensively strengthening Party discipline, always put Party building at the top of their agenda and allowed the Party to play the core leadership role. The inspection team will closely link their work to the actual situation of ICBC, highlighting special focuses and paying close attention to key people, key matters and key issues. With respect to common problems, they will see through appearances to the true essence of things, dig out the root cause, propose countermeasures and provide a reference for issues concerning comprehensively deepening reforms.

Representatives of the office of Central Inspection Leading Small Group stressed that comprehensively strengthening Party discipline is a task relying and binding on the whole Party, and building discipline is fundamental to comprehensively running the Party with strict discipline. Under the strong leadership of the CPC Central Committee, its inspection teams have carried out 7 inspection tours to 118 regions, departments and units, convering 31 provinces and municipalities, Xinjiang Production and Construction Corp, and 55 key state-owned enterprises directly controlled by the Central Government, and took lead in comprehensively strengthening Party discipline. Party organizations, members and cadres of ICBC at all levels should study new requirements for discipline inspections set out by the CPC Central Committee from the strategic perspective of comprehensively strengthening Party discipline. They should respect the Constitution and disciplines of the Party, put all of their efforts into comprehensively strengthening Party discipline, strengthen the ideological driving force, implement relevant requirements and inspection guidelines and lay a strong foundation for the full coverage of the inspection tour, construction of effective anti-corruption mechanisms and coordination and promotion of the strategic deployment for the "Four Comprehensives". The inspection teams are delegates of the CPC Central Committee and have authority and credibility conferred by the CPC Central Committee. Party leaders and cadres of ICBC at all levels should adopt a correct political attitude towards the supervision and inspection, earnestly study and implement inspection regulations, enhance resolution and raise the level of consciousness to voluntarily accept supervision. They should strictly follow Party disciplines, face problems straight on, be practical, realistic, objective and impartial when reporting situations and problems, fully trust the inspection team sent by the CPC Central Committee, resolutely support and actively cooperate with the inspection team and make all efforts to ensure that the inspection team can successfully complete their tasks.

Jiang Jianqing stressed that the inspection by the fourth inspection team of the CPC Central Committee fully reflects that the CPC Central Committee attaches great importance to ICBC, and the Party Committee of ICBC sincerely supports the decision of the CPC Central Committee on inspection tours and welcomes the inspection team. Party committees, members and cadres at all levels in ICBC should make it their major political task to accept discipline inspections, earnestly implement work-related requirements made by the inspection team and the office of discipline inspection of the CPC Central Committee, accept their work arrangements, and enhance resolution and raise the level of consciousness to accept inspection and support supervision. With respect to issues and matters the inspection team plans to inspect or learn of, they should faithfully provide relevant information and give suggestions without omission of facts so that the inspection team can fully understand the actual situation. When dealing with problems pointed out by the inspection team, they should adopt a serious attitude, analyze the problems and face the problems straight on. If the inspection team makes any rectification suggestions, they should take these suggestions seriously and implement them immediately without any delay. If the inspection team finds any violation of discipline, no matter who is involved in the violation, they should conduct investigation to verify the violation. When verified, all violations must be dealt with in strict accordance with relevant regulations. No violation should be tolerated. Meanwhile, ICBC should reflect on issues put forward by the "Three Stricts and Three Steadies' education program, see through appearances to the true essence of recurring problems. To promote Party building and develop a clean and honest bank, when dealing with common problems, it is necessary to look for causes from the institutional mechanisms, timely investigate and rectify any vulnerability and improve the system. ICBC should use the discipline inspection as an opportunity to promote the implementation of the accountability system for construction of a clean and honest administration, comprehensively strengthen efforts in relation to ideological promotion, organizational building, rectification of work style, anti-corruption work and system development. ICBC should fully utilize results that have already been achieved in Party building, construction of a clean and honest administration and anti-corruption work to promote the development of the bank into a modern financial enterprise and better serve the real economy.

The inspection team will be stationed in ICBC for two months. During the inspection period (November 1 - December 31), a special hot-line (010-58926732) and a special post office box (Beijing P.O. Box 1073) will be put into use. The hot-line will be open from 8:00 to 20:00, seven days a week. According to inspection regulations, the inspection team of the CPC Central Committee will mainly accept phone calls and letters reporting problems relating to leadership teams of Party organizations of ICBC and their members, main members of the next leadership team of Party organizations, and leaders in important positions. They will pay special attention to reports on violations of Party disciplines in six areas, including politics, clean governance, Party organizations, relationship between CPC and the people, and Party members' work and life. Reports of issues not within the scope of inspection will be dealt with in due course by the units being inspected and relevant departments.
