2010 Charity Initiatives
In 2010, ICBC as a large commercial bank took actions to implement social responsibility through wide participation in poverty alleviation program, disaster relief work, education aid activities. Whether donations (in kind or money), human services, education development, services back to the community were carried out keeping the social responsibility in mind. The Bank has received wide recognition from all and was conferred the title "Charity Star (Enterprise) of the Year 2010" by China Foundation for Poverty Alleviation.
I. Full Support to Disaster Relief Work (I) On the one hand, in response to the devastation in Qinghai Yushu caused by the earthquake, ICBC made an immediate cash donation of RMB 37,120,000 to contribute to the aid efforts, and also donated cotton-wadded quilts and foodstuffs worth RMB 500,000 to help victims get over the difficulty, rebuild their homes. On the other hand was to take all measures to continue financial service and open "green donation channel". All donations were exempted from banking charges and handled on the first priority in the branches to ensure relief money and donations from the society were credited into victims' account in time. Enough staff and devices were assigned to receive donations on behalf of charitable organizations by all means. The "Phone Direct" was a service to keep close contact with the rescue army and make all the preparations for emergency disbursement and cash delivery. "One-to-one service" was another special service to support the smooth progress of the earthquake relief work by arranging necessary emergency cash for transportation, railway, airlines, hospitals and public security.
(II) In Spring 2010, a severe drought hit Southwest China. ICBC donated a total of RMB 10.28 million, in kind and money, to the people in the Southwest China to support the regional governments in production and livelihood. At the same time a task group was set up to arrange special financial services for the relief work. One effort was to keep close contact with the regional governments in the drought-hit areas and understand the amount of money required for the relief. Another effort was to visit the customers in the disastrous areas and study how the drought affected their business and their difficulties. During the period from October 2009 to the first quarter of 2010, ICBC has released loans amounted to RMB 4.33 billion, where RMB 3.16 billion was for keeping seeding from drought, RMB 240 million to irrigation factory, equipment and facilities for drought resistance, RMB 180 million to support agriculture production and industry restructuring, and RMB 750 million for other purposes. ICBC opened "green pass" for drought relief disbursement and set up enquiry desk at the outlets in the affected areas. All funds for the relief cleared through ICBC were handled in the first priority to be credited into account accurately and in time. To make sure all the donations reached the destination, ICBC offered services by sending service teams to collect donations at-the-door from society groups and communities. This fully reflected ICBC's commitment of a large commercial bank to fulfill its social responsibility.
(III) In July 2010, three counties (cities) in Sichuan (Tongjiang, Nanjiang, Wanyuan) were battered by the strongest flood ever in a century, bringing huge losses to the people and public property. After the flood broke out, under the arrangement of the local government, ICBC officers in charge of poverty alleviation affair in local areas worked on the front-line. They visited every family in the towns and villages to understand the situation and actively took part in the relief work. Meanwhile, many local schools were badly demolished by the flood. ICBC donated RMB 1 million to support recovery of teaching facilities in Chenhe Township Central Primary School, Nanjiang Yuantan Township Liangshui Primary School, Guimin Jiuyi School and Wanyuan City Luowen Township Central Primary School. ICBC sub-branches in the devastated areas received high applause from the local government and people for the active role in joining the relief effort to help the disastrous people rebuild their home, recover production.
(IV) In January 2010, ICBC donated RMB 250,000 to help people through the worst snow in Xinjiang's Burqin in six decades. Cadres and people in the blizzard-hit regions gave high remark to ICBC for the donation. II. Full Participation in Poverty Alleviation Effort(I) Green projects on poverty alleviation to improve people's livelihood. ICBC sought a fuller embrace of the "Whole-village Advancement" stated by the State Council Leading Group Office of Poverty Alleviation and Development and looked for new insight in the implementation of green projects on poverty alleviation. ICBC, once again, donated and invested RMB 2 million to support the green initiatives for the poor in Qiujiaping Village in Chaya Town of Sichuan's Wanyuan City, Zhouziping Village in Minsheng Town of Bazhong City's Tongjiang County, Lianhua Village and Qingbai Village in Changchi Town of Nanjiang County. The focus was "one pool" (biogas pool) and "three renovations" (renovation of kitchen, renovation of toilet, renovation of corral). Facilities and roads were built in agricultural zones to run a green economy of "forages – energy – fertilizer – breeding – planting" where farmers were encouraged to plant edible fungi (tremella, agaric, mushroom) and black chicken, beef cattle raising, green vegetables. ICBC invested a total of RMB 6 million by the year-end 2010 to build biogas pools to nearly 1000. The effort supported the sustainable growth in the villages in the improvement of ecological environment and resources utilization while helping the farmers increase their income.
(II) Subsidize livestock breeding projects for farmers helping each other. ICBC donated and invested HKD 1.3 million to Heifer Project International (HPI), helping farmers in targeted poverty alleviation areas on raising cows and cattles, getting out of poverty as early as possible. The "Gift Giving" plan was an initiative to provide technical training related services to small farmers on poultry breeding, helping them on the road to riches by their own intelligence and effort. To ensure more people receiving the benefits of the projects, the next generation of poultry breeding or equivalent investment, related experience, knowledge were transferred to the families who were in need of help. Since 2006, ICBC has invested more than RMB 3.3 million for family farm breeding projects in Wanyuan City's Jiuyuan Town, Nanjiang County's Luoquan Village, Taohong Village, Linhe Village, and Tongjiang County's Luming Village, Majiayan Village. Community and mutual groups were set up, corrals were built or renovated, more livestock were bought, technical training sessions were held. Under the project, pigs, cattle and sheep to a total of around 1460+, and around 3500 black chickens were provided to 223 farmers. Since the implementation of the project till today, the people in these areas have slowly changed their ideas and get together to help with each other. Both living environment for the people and the environment for livestock breeding have been improved. Farmers have enhanced their management skill on livestock breeding. Those participating in the project are eager to make investment because of the rising income. Under the project, the new team of village cadres and those who have become rich are taking the lead to address the issue related to "Agriculture, Countryside and Farmers".
(III) Support infrastructure construction and economic development. Daba mountainous area, a target poverty alleviation area of ICBC, is inaccessible to outside which is a key bottleneck to constrain economic growth. In view of this, ICBC continues joining the infrastructure construction in Daba mountainous area, organizing syndicated loans for highway construction. Another loan of RMB 603 million is on the pipeline to support the construction of Bada-Batao highway to facilitate movement of both people and goods in the area. The first RMB 10+ million of the loan has been released.
(IV) Continue the education aid program. ICBC holds on the principle of "Education First before Poverty Alleviation" and has invested nearly RMB 3 million to support education for the poor.
1. Continue to organize "Assistance Program to Impoverished University Students with Academic Promise" and selection of "Outstanding Village Teachers" in three counties (cities). Under the two programs, each of the 100 outstanding village teachers receives RMB 1000 and each of the 150 impoverished university students receives RMB 5000. The two programs help university students go to university and realize their life aim, reaffirm the commitment of village teachers to sacrifice themselves staying in the remote village to educate the poor children. For the past seven years ICBC has subsidized RMB 440,000 to 440 outstanding village teachers, nearly RMB 3 million to 590 impoverished university students. The programs, coined as real education initiatives in helping the poor, raise the concern from the society on the deprived students and village teachers and have been very well-received by the local governments and the people.
2. To help outstanding high school students from poor families continue their education, ICBC donated RMB 900,000 and worked together with the China Foundation of Poverty Alleviation (CFPA) to start the First "ICBC - New Great Wall High School Self-Improvement Class". A total of 150 first-year high school students who come from impoverished families with outstanding academic performance studying in Wanyuan City No.1 Secondary School, Nanjiang County No.1 Secondary School and Tongjiang County No.2 Secondary School are selected for the program. Each student will receive a grant of RMB1,800 a year for three consecutive years in high school. The program aims to provide financial assistance to impoverished students coming from revolutionary old areas to finish their high school education and offer them opportunities for a bright future.
3. ICBC donated RMB 450,000 to Wanyuan City's Baiyang Village Central Primary School and Tongjiang County's Chenhe Village Central Primary School to renovate the multimedia classroom, helping the schools use modern teaching facilities and widening the students' perspective. Another RMB 100,000 was donated to Chenhe Village Central Primary School to purchase teaching facilities and improve the learning and accommodation environment of the students.
4. ICBC donated RMB 356,000 and participated in "2010 Initiative to Give Concern to the Students in Disastrous Areas and Impoverished Areas in the Country" organized by China Foundation for Poverty Alleviation. A total of 3001 "Care" stationery kits (134 stationery items for learning class, art class and handicraft class in one kit) and 25 sports kits have been distributed to the primary students in Tongjiang County's Chenhe Central Primary School and Zhongfeng Village Central Primary School, Nanjiang County's Liangshui Primary School and Guimin Jiuyi School, Wanyuan City's Louwen Township Central Primary School. The kits bring the warmth and concern from the society to the primary students as well as helping the schools improve teaching standard.
III. Subsidy to Other Charity Initiatives (I) Settlement program for herdsmen. ICBC donated RMB 1.5 million to herdsmen in Xinjiang's Burqin County to help them leave the "nomadic" life, start settle-down life as early as possible, and change the local economic growth pattern. The donation is specially for the settlement program for the herdsmen there, helping them build residential houses and improve education facilities in a bid to raise their living standard and improve the local ecological environment.
(II) Continue to donate to "Lifeline Express". Subsequent to the RMB 2.7 million in 2008 to sponsor the "Lifeline Express - ICBC Spreading Brightness in Kaili", ICBC donated RMB 2.7 million for the set up of "Lifeline Express - Microsurgical Eye Training Center" in Inner Mongolia. The purpose was to improve the conditions on training eye doctors in the less developed areas and their surgical skills in order to provide adequate treatment services to more impoverished eye-disease patients.
(III) Support environmental protection initiatives. Socially, ICBC lives up to its "tree-planting and forestation, ecological environment improvement" corporate responsibility. In a move to protect the ecological environment along the Yangtze River, ICBC donated RMB 5 million to support charity project "Green Yangtze, Chongqing Initiative". ICBC Leaders actively involved in the Republic Ministers voluntary tree planting campaign, while Head Office Party youth staff joined the tree-planting and forestation program. In 2010, ICBC has planted 5520 trees and protected 4500 trees. During the "11th Five-Year" Plan, Head Office has paid RMB 225,000 for green fee and planted 27600 trees, with over 90% survival rate.
Charity Initiatives in Past Years
I. Full Support to Disaster Relief Work●In October 2009, ICBC donated RMB 350,000 to Baiyang Town Central Primary School of Wanyuan City to re-build its student canteen, devastated during the "5.12" earthquake, to solve the problem of the teachers and students eating outdoors. Another RMB 300,000 was donated to Nanjiang Yuantan Liangshui Hope Primary School to renovate the multimedia classroom. The donation helps to improve the facilities for the School using modern technology in teaching and create a good environment for the students to learn.

●After Wenchuan Earthquake on May 12, 2008, ICBC's response was prompt. While its branches in the affected areas were busy with self-help and resuming the operation, ICBC took part in the whole financial support for the earthquake relief and aftermath rebuilding. It took its responsibility of a large bank. The branches of ICBC and their staff have donated RMB 141 million (including RMB 88.69 million donated by its domestic and overseas staff), and RMB 53.05 million special party membership dues, so that ICBC became the financial institution which donated the most.

●In Jul. 2007, a flood and waterlog disaster that had rarely seen in history occurred in Sichuan Province, ICBC donated RMB 1 million for the reconstructions of the 3 poverty support areas after the disaster.
II. Full Participation in Poverty Alleviation Effort●As requested by the ICBC Head Office Party Committee, Vice President Zhang Furong and his team went to Sichuan to study the poverty alleviation work and found out the thin cotton-wadded quilts used by the dormitory students in Nanjiang Liangshui Hope Primary School. "Kids will easily get cold in the chilly mountain winter", this was what lingered in the mind of Vice President Zhang Furong and his team. Through the donation from Head Office staff, ICBC requested the local Civil Affairs Department to buy 425 new quilts for the kids in Liangshui Hope Primary School to spend their cold winter under the warm quilts.

●In August 2009, ICBC donated RMB 700,000 to improve the learning and living environment of the students in 7 primary schools including Nanjiang Tanxiang Liangshui Hope School, Wanyuan Luowen Hope School, Tongjiang Maoyu Liening School. The donation is used for playground cementing/bricklaying, dormitory improvement, new facilities for dining and sleeping and sports equipment.
●In 2009, ICBC invested another RMB 600,000 to organize two competitions in Tongjiang County, Nanjiang County and Wanyuan City. 100 outstanding village teachers deeply rooted in the mountains were the honorees of the "ICBC Seventh Outstanding Village Teachers" and 100 poor students but excellent both in character and learning were chosen to receive ICBC subsidy to go to university in the "ICBC Sixth Assistance Program to Impoverished University Students with Academic Promise", By the end of 2009, ICBC has offered financial assistance to 470 outstanding village teachers and 420 impoverished university students, involving an amount of RMB 2.6 million.

●In September, 2009, ICBC donated RMB 600,000 for the "Happy Mother & Child 120 Action Project" jointly held with the China Foundation for Poverty Alleviation (CFPA) in the three poverty-stricken counties/cities in an effort to improve the conditions of the pregnancy women there in giving birth and increase the survival rate of the new born babies. The donation is used to subsidize pregnant women staying in the hospital, clothing and foodstuff for the mother and child, also for the clinics to buy equipment and organize training for the staff. The objective is to improve the sanitary conditions of the local maternal and child health hospital. The donation will help 1000 pregnant women.
●Sichuan Wanyuan Jiuyuan Center Clinic and Tongjiang Nuoshuihe Center Clinic are located right at the heart of the Daba Mountain tens of kilometers away from the county town. The two clinics have to cover the medical services for the neighboring towns and villages, handle the accidents in public and offer emergency care services for the sick patients in grave conditions. To improve the situation that it is difficult to visit the patients because of transportation inconvenience, ICBC donated RMB 300,000 in August, 2009 to buy ambulances for the two clinics so that patients in the neighboring areas can receive medical treatment in time. The donation also included a 20-kw power unit for Nuoshuihe Center Clinic. The ambulance and power unit widen the range of medical services available from the two clinics since it addresses the two issues of medical treatment to critically sick patients and emergency power supply in hospital.

●In 2009, ICBC invested over RMB 2 million again to support the green initiatives for the poor in Qiujiaping Village, Chaya Town, Wanyuan City of Sichuan; Zhouziping Village, Minsheng Town of Tongjiang County, Lianhua Village, Changchi Town of Nanjiang County and the neighborhood. Pilots were started in the towns and villages focusing on biogas development, livestock breeding and planting, or a green economy of "forages – energy – fertilizer – breeding – planting". Meanwhile, ICBC worked with the government departments to improve the living conditions of the farmers in the pilot villages involving infrastructure building, road improvement and tree planting, toilets and drinking water pipes. ICBC invested a total of RMB 4.35 million by the year-end 2009. 495 biogas pools were built with the necessary infrastructure and facilities to create different ecological home models as "husbandry, biogas, orchard", "husbandry, biogas, vegetable", "husbandry, biogas, foodstuff".

●In 2008, ICBC has donated RMB 600,000 in education in undeveloped region. The "6th ICBC excellent poor college student assistant action" and "6th ICBC excellent village teachers" rewards were held in Tongjiang County, Nanjiang County, and Wanyuan City in Sichuan Province. 100 excellent village teachers and 100 excellent but poor freshmen were helped. By the end of 2008, ICBC have donated 1,740,000 to 280 poor excellent college students and 340 excellent village teachers.

●The cooperation between ICBC and Heifer Project International continues in 2008. ICBC donated HKD 1,200,000 in Luoquan Village, Taohong Village, and Linhe Village, Nanjiang County, and Luming Village, Tongjiang County for home livestock rising.

●In 2007, in order to improve the medical care condition of the peoples in the poverty support areas, ICBC donated RMB 600 thousands to "Philanthropic Heath Centers (Stations) Construction Project" through "Red Cross Angel Plan" of China Red Cross. From 2006 to date, 8 Philanthropic Health Centers (Stations) have been built.
●In 2007, ICBC successfully organized the selections of "The 5th ICBC Education Support Action for Outstanding Undergraduates" and "The 5th ICBC Mountain-area Outstanding Teacher Awards" with RMB 360 thousands in its 3 poverty support areas: Tongjiang County, Nanjiang County and Wanyuan City. In the activity, ICBC offered fund supports to 60 outstanding village teachers dedicated to education of mountain areas and 60 university freshmen who came from very poor families but were outstanding in morality and study.
●In 2007, ICBC donated RMB 1 million to China Welfare Fund for the Handicapped to support the forever love heart and eyesight regaining activity. It helped 1000 poor cataract sufferers to do the operation in the three areas which ICBC helped.
●In 2007, ICBC helped 1000 poor people to have cataract operations. In 2008, ICBC donated RMB 3.4 million to around 1800 poor people in Tongjiang county, Nanjiang country and Wanyuan City in Sichuan Province and Kaili Area in Guizhou Province to have cataract operations, with the cooperation with China Welfare Fund for the Handicapped and Lifeline Express Foundation. Cataract removing operation can not only restore the poor patients' vision, ease their mental pressure, but also encourage them to devote themselves back to social production. It can also help them alleviate poverty and become prosperous.

●In 2007, in order to help cataract patients on the medical care expenses, ICBC co-launched an activity "Believe in Love• Return to Bright-ICBC Bright Trip" with China Foundation for Disabled Persons and donated RMB 1 million to offer operation expenses for 1,000 cataract patients in 3 counties (city) Tongjiang, Nanjiang and Wanyuan.

●In 2006, ICBC donated RMB 0.9 million and 95 old computers to improve the local students' study and life condition and local government office automation level to Nong 12 Shi of Xinjiang shengchanjianshe Bing Tuan and Bu'erjin County committee of Aletai region of Xinjiang province, where ICBC' s fifth supporting Xinjiang group worked. ICBC donated 0.8 million Hongkong dollars to international heifer organization Hongkong Branch, and combined with the fixed area poverty alleviation project to carry out the household feeding item in Wanyuan City and Nanjiang County of Sichuan Province to help the local peasant to get rich and spread the sprit of independence and the heart of helping each other. On the 15th international disabled day, ICBC donated RMB 2.3 million and held the commonweal meeting, hand in hand ICBC and the same song program walk along with handicapped law assist, with the Ministry of Justice and China Disabled Persons' Federation in the Great Hall of the People.
● Actively organize and develop the poverty alleviation project. Poverty alleviation project, aiming at the fact of unbalanced development in rural area, is an important strategy measure which is adopted by CPCC and State Council to alleviate and eliminate the poverty and finally to realize the goal of common prosperity. After the Eight-Seven poverty alleviation plan was carried out, according to the CPCC and State Council's dispose, ICBC has developed poverty alleviation project in Nanjiang County and Tongjiang County in Sichuan Province and Chengkou County in the city of Chongqing. During the period of Eight-Seven poverty alleviation plan, ICBC invested total over RMB 300 million, among which, the loan was RMB 260.19 million to support 26 poverty assist items for the three counties and the donation was RMB 34.96 million to help to set up eight hope project primary schools and other educational and medical treatment constructions in the area.

After the startup of new poverty alleviation project in 2001, ICBC began to help the fixed area in Tongjiang County, Nanjiang County and Wanyuan City according to the arrangement of poverty assist office of State Council. During the six years, ICBC insisted on the guidance of Deng Xiaoping Theory and the important idea of Three Represents to combine carrying out the CPCC and State Council poverty alleviation development policy into insisting on commercial bank management rules, and actively explored and actualized the new poverty alleviation method of item poverty alleviation, intelligence poverty alleviation, sanitation poverty alleviation, science technology poverty alleviation and calamity help poverty alleviation. In this period, RMB 4.96 million was donated, and 7 hope project primary schools were newly built, and 330 prominent village teachers were awarded, and 210 poor high school graduates were helped to enter the universities, and 3 village hospitals were newly built, and nearly 500 computer equipments were donated and medical equipments, clothing, fertilizer and other materials were donated with the value of over 3 million Yuan. By China Youth Development Foundation, ICBC has donated hope fund books with value of RMB 100,000 to 30 fixed middle schools and elementary schools.
III. Subsidy to Other Charity Initiatives●July 27, 2009 – August 4, 2009, ICBC sponsored the first tour concert across the Strait organized and performed by the Strait Peace Symphony Orchestra, where 5 concerts were successively held in Beijing, Shanghai, Shenzhen, Taipei and Kaohsiung. The concerts drew applause from cross-section of society from Mainland China and Taiwan and closed their curtains with full success.

●In April 2009, ICBC entered agreement with China Foundation for Poverty Alleviation to promote social philanthropy. The "Partnership Agreement of Joint Establishment of a Modernized Charity Management Platform" is the consensus of the two parties to build a fast and convenient platform through communication means, financial instruments and network platform. The Charity Management Platform is for donators to donate, track donation and understand the purpose of the donation. Through the platform, the donators are welcomed to use their expertise to participate or monitor the progress and feel proud to support the charity initiative. As agreed, ICBC and China Foundation for Poverty Alleviation joined hand to start the "Monthly Contribution Plan". ICBC will be in charge of collecting donation fee on behalf of China Foundation for Poverty Alleviation. No banking charges as they are treated as ICBC donation to CFPA. Meanwhile, ICBC runs TV ads about "Monthly Contribution Plan" in the outlets in mid-to-large cities to help the promotion.
● In 2009, ICBC and China Foundation for Disabled Persons continue to set into action the "ICBC Helping the Blind". 1700 cataract sufferers in Sichuan's Nanjiang County, Tongjiang County and Wanyuan City were relieved and have their second sight after surgery.

●In order to undertake more social responsibility and help the first-class universities cultivate more excellent persons for society, since 2005, ICBC made a commitment on offering a education fund of RMB 5 millions in total (RMB 1 million per year) in 5 years. Among them, education award fund is RMB 500 thousands per year, special –topic study fund is RMB 400 thousands per year and scholarship for outstanding students major in economy is RMB 100 thousands per year. By the end of 2008, ICBC has offered RMB 4 millions in total to Peking University used for award funds so that ICBC provides powerful support for the education and study of Peking University and obtains high appraisals from teachers and students of the university and all circles in the society.
●ICBC explored new way in helping the poor in 2008. With the policy of "enhance the in-depth cooperation with local government, explore a green-way in helping the poor, and improve the production and living conditions for the farmers", ICBC started the environmental protection project – methane development in rural area. More than RMB 2 million was invested and 260 methane tanks were built in 2008. The roads, yards, kitchens, closets, and pigsties were rebuilt; an eco-home lifestyle was formed.

●In 2004, ICBC donated RMB 1 million to the commonweal activity of Love of the Earth, Water Cellar for Mothers to help people living in the west poverty area to improve life condition and it donated RMB 1 million to Indian Ocean tsunami victims by Red Cross headquarter.
●In 2003, during the special period of fighting with SARS, at the same time of providing ten finance services, ICBC provided great help to defend SARS with RMB 8.98 million donation and nearly 140,000 medicines. In the same year, ICBC organized the activity of donating blessedness project and helping the poor mothers. It donated 1 million Yuan to blessedness project to help the poor mothers to develop planting and breeding items in Wudi County of Shandong province and Yi County of Hebei Province.
